COUNCIL rangers will be given powers to launch surprise raids on rental units where tenants are crammed in slum-like conditions under a plan devised by Sydney Lord Mayor Clover Moore.

 

의회단속반에게 닭장쉐어 렌탈유닛을 불시단속권 준다는걸로 시작해서

 

Ms Moore will meet NSW Planning Minister Kristina Keneally to seek new powers of entry targeting landlords exploiting tenants trapped in the rental crisis.

 

렌탈위기(가격상승과 수요집중)에 걸린 입주자들을 착취하는 '집주인'을 타겟으로 새로운 권한을 주겠다는거고!!

 

A The Daily Telegraph investigation into overcrowding has found the city's apartment towers are being reduced to ghettos in the sky by unscrupulous landlords.

 

The Daily Telegraph 의 닭장쉐어 조사에서 부도덕한 '집주인'으로 인해 시티의 아파트타워들이 빈민굴이 된다고 밝혔고...

 

At Regis Tower in Pitt St, nine people lived in a tiny two bedroom unit - with two sleeping in bunks on the balcony/"sun room", one on the loungeroom floor, four in a makeshift dorm in the second room and two in the main bedroom.

 

그 예로...

레지스타워, 2베드에 9명이 닭장쉐어한다고 들고있고,

베란다쉐어(2명) + 거실쉐어(1명) + 세컨룸(4명) + 마스터룸(2명) = 9명 ㅋㅋㅋ

 

It is a scene being repeated across the city and is leading to rapid deterioration of apartment blocks' plumbing, garbage, laundry and other shared facilities.

 

그 때문에..

아파트 하수배관 및 쓰레기 세탁 및 다른 쉐어하는 시설들이 급격히 악화되고 있다고..

타인들에게 주는 피해 및 문제점을 들고 있고..

 

Ms Keneally said she would listen to suggestions on how to stop irresponsible landlords.

 

무책임한 '집주인'을 막기위한 대책에 귀 기울려야 한다고..

위에 계신 어떤 한분이  말하면서...

 

"I'll review any council proposal which has checks and balances and which properly balances people's right to privacy in their own home with the need of the council to enforce safety standards," she said.

 

개인거주지 프라이버시와 의회 닭장쉐어단속의 적절한 균형성을 맞춰

의회의 제안을 검토할거라 했고..

 

The Institute of Strata Title Management also wants greater powers for inspectors, with director David Ferguson saying the growing incidents of overcrowding are driving down the value of units across the city.

Ms Moore wants amendments to the Environmental Planning and Assessment Act to give rangers power of entry to units with no notice.

Auburn Council, which issued 460 notices for illegal unit subdivisions in one week, has set up a unit of rangers to target overcrowding and illegal building conversions. Currently, rangers have to give notice to landlords and tenants, giving them time to clean up illegal behaviour.

 

뭐...노티스없이 불시단속권을 단속반에 줘야한다는 법적수정이 있어야 한다!! 등등

어번의회가 불법닭장을 단속하기위해 460개의 노티스를 쐈다는 둥..등등

현재론 단속반은 반드시'집주인'이나 입주자에게 닭장을 청소할 시간을 주는 노티스를 줘야된다고..........

이건 닭장쉐어 워홀의 문제점을 다룬 기사가 아니라...

악덕, 부도덕 '집주인'에 관한 내용이거든...ㅋㅋㅋ

 

그게 실제 랜드로드 때문인지?? 테넌트 때문인지??

실태는 정확히 파악하고 있는 몰지만,,,ㅋㅋㅋ

 

아! 글고 화면은 어디 한국애들이 직접 찍은 영상 제공받아서 올린거 같고...ㅋㅋ

게터우(ghetto)이니? 스럼(slum)이니??

이런 빈민굴처럼 되는게...

비싼 렌트 때문에 워홀(테넌트)들은 전부 착취당하는거고...

'집주인'이 이걸 악덕하게 이용하고 있다는 내용이거든...ㅋㅋㅋ

 

이런 부도덕한 집주인을 막기위해....

현재의 시행되고있는 단속제도(노티스주는)를 불시단속 제도로 개선해야 한다는

필요성이 있지만, 거기에 개인프라이버시 침해문제가 걸려있어..

단속과 개인보호에 균형성을 고려해야 되는 딜레마(dilemma)이다는..ㅋㅋㅋ
